All failure stems from critical error in defining the problem. The people are not much further along than they were in 1776 in this regard. Our founders thought the end lay in establishing a free-standing instance of the British government. Now we believe that we can establish a purer version of the same government by repopulating the chairs. We are still not thinking outside the box.   British government evolved around the assumption of a ruling class and its preservation. What can we expect from a spin-off?
