Words Poorly Used #113 — Appropriation

Don’t we humans make a distinction between appropriation and misappropriation?  In the sense of legislation, it means adding money to an enactment, sufficient to pay for the enactment or to establish a spending target.  If these simple objectives are not met, then we are talking about a misappropriation.  Using this logic how can there be such a thing as cultural “appropriation” as a negative?  How can you redistribute culture from one group to another?  How do you allocate culture?
