The Way of Change

The Lord works from the inside out. The world works from the outside in. The world would take people out of the slums. Christ takes the slums out of people, and then they take themselves out of the slums. The world would mold men by changing their environment. Christ changes men, who then change their environment. The world would shape human behavior, but Christ can change human nature.
I believe he is saying that the higher order of looking at things brings a higher order of things. I would paraphrase his idea as:
Voluntaryism, and other well-ordered philosophies, apply from the bottom-up, whereas interventionism intrudes from the top down. Interventionism razes the residual part of town, but voluntaryism causes natural change toward the optimum. Interventionism seeks to impose change on humans, while voluntaryism supports positive change of the individual voluntaryist. Statism would deform human behavior, but voluntaryism will evolve human nature, one human at a time.
