The Feds Know Best!

USA Today felt inclined to chronicle the Fed’s track record of improving safety on the high seas. Let us all pause from our mourning, and give praise. On a related note, I wonder who has the better incentive toward ship safety, the state, or insurance companies? Whose stake is greater in the event of a loss?
