Layer of Secrecy

Nobody asked but …

This morning I got started with the headline in the local newspaper, “bill would add layer of secrecy to [government deliberations]… ”

What could go wrong?  And this is for state and local government in Kentucky.  Do you reckon that Kentucky is starting some advanced weapons initiative?

I have a theory, to wit, that government always wants another layer of secrecy and they will make up any stew of words to justify that.

In this particular case, the alibi is that members of selection committees would be subjected to off-color supplications if their identities were publicly known.  Funny, I thought sunshine was a good antiseptic.
